Phase 2 Training


Overview:

The Phase 2 course for road safety officers is the second part of the three-phase programme of continuous professional development devised by the Staff Training Group, a working group representing the interests of both local authorities and the road safety profession.

The initial training - Phase 1 takes place within a local authority upon appointment to the profession and is completed by the unit/section manager.

The Phase 2 course is designed for road safety practitioners and is a one week course to allow delegates to appraise their work and consider other approaches.

Phase 3 training includes locally and nationally delivered seminars.

All three phases should be available to road safety staff as part of their professional development.

One of the key elements of the course is to allow delegates to question and reflect on current practices in a non-threatening atmosphere. That includes questioning tutors - who are not there to tell delegates how everything should be done. Delegates will be encouraged to assess their own approaches to road safety issues and how improvements can be made.

The key approach is to allow delegates to learn through doing as well as listening - but listening to other delegates is equally as important as listening to the tutors. A range of training methods are used to allow delegates to participate in each session.


Who Should Attend?

The course is designed for those Road Safety Officers who have completed Phase 1 training, or who have achieved a comparable level of knowledge and experience (6 to 12 months road safety experience).

On each course places are also available to police officers, military personnel, engineers, and delegates from overseas. Experience has shown that these groups benefit not only from the professional input of tutors but also from the opportunity to discuss common professional interests with other delegates.


Course Aims:

The course aims devised by the Staff Training Group are:

  • To assist delegates to reduce the incidence and severity of road traffic crashes and casualties by providing a deeper understanding of the approaches available to them
  • To provide delegates with the knowledge, skills and understanding relevant to the fulfilment of their professional roles
  • To work with other practitioners and reflect on current working practices

The role of other professionals

Fire and Rescue Service

  • Explore the role of the Fire & Rescue Service in road safety
  • Recognise the constraints of working with Fire & Rescue
  • Examine successful road safety initiatives involving Fire & Rescue
  • Discuss the potential for future linked RS initiatives

Police

  • Know who might be involved in enforcement
  • Recognise enforcement constraints
  • Examine successful enforcement initiatives
  • Discuss the potential for future enforcement and RS initiatives

Engineers

  • Consider crash causation
  • Investigate collision data and how it is used by engineers
  • Site visit - how does the road environment affect behaviour?

Community engagement

  • Consider the role local communities have to play in casualty reduction

  • This is a semi-structured session that allows delegates to demonstrate and present how a range of resources are used in their authority. The definition of a resource is wide - it can be publicity material, strategy documents, a unique way of working, or an educational resource.

Certification:

Delegates completing this course will receive a CPD certificate of attendance, recognised by the IHE, CIHT  and RoadSafetyGB.
