Road Safety Audits
What is a Road Safety Audit?
Road Safety Audit is a systematic process for checking the road safety implications of highway improvements and new road schemes.
The sole objective of the process is to minimise future road accident occurrence and severity once the scheme has been built
and the road comes into use.
The auditor needs to take all road users into account, particularly vulnerable users such as pedestrians and pedal cyclists.
With these safety objectives in mind, the auditors ask the question “who can be hurt here and in what way?”
Having identified potential road safety problems, the auditor then makes recommendations for improvement.
The client proceeds by studying the Road Safety Audit report, and deciding which recommendations to accept,
and therefore to adopt within the scheme design and construction.
Road Safety Audit Experience
TMS Consultancy has carried out over 6,700 Road Safety Audits to date and has an extensive client base
throughout the UK and Southern Ireland. Our team of 16 auditors, are all qualified to full Highways Agency requirements, and are
currently turning around approximately 80 Road Safety Audits each month.
Centrally located on the University of Warwick’s Science Park, Coventry,
TMS is ideally placed to work all around the UK and this is reflected in the diverse audit locations ranging
from the Isle of Wight to Dundee and from Medway to Donegal.

Over 600 of the Road Safety Audits carried out have been for clients in Southern Ireland,
where TMS previously worked with the National Road Authority (NRA) to produce the National Road Safety Audit Guidelines.
TMS has also worked with Canadian organisations to bring forward the concept of Road Safety Auditing in Canada,
as well as undertaking audits and advising on audit procedures in many other countries across the globe.

Our approach to road safety audit work is based on extensive Safety Engineering experience and all of our road safety audits
are carried out by two skilled safety auditors. TMS carry out road safety audits on both a term contract and ad-hoc basis.
The audits will be undertaken in accordance with Standard HD19/03 “Road Safety Audit” issued in November 2003.
Road Safety Audits range from:
Stage 1 - (Preliminary Design)
Stage 2 - (Detailed Design) or combined Stage 1/2 Audit
Stage 3 - (Post Construction / Pre-Opening)
Stage 4 - (Review following 12 months of scheme completion)
Stage 4 - (Review following 36 months of scheme completion)
Typically our turnaround for completing Road Safety Audits is approximately 2/3 weeks (from receipt of confirmation/drawings sent).
However if your organisation requires the audit report sooner, TMS can offer a 5-day turnaround service for a 20% premium (subject to request)
