Putting TMS Experience and Expertise into Practice


Road Safety Engineering

TMS has carried out numerous traffic and accident studies at site specific locations, along routes and throughout areas in both urban and rural locations. These studies involve accident analysis, public consultation, scheme design and monitoring studies. Recent examples of our Accident Investigation and Prevention (AIP) work are described below.

  • Route Study Investigations

    London Borough of Bromley

    TMS has completed five accident investigations for Bromley. Bromley has a policy of not installing vertical traffic calming measures and was looking to install speed activated signs, as well as conventional AIP treatments.

    London Borough of Harrow

    We have also completed four route studies in Harrow. The work ranged from initial analysis of accidents through to detailed scheme design and included public consultation and the drafting of Committee reports. Three of the routes included Urban Safety Zones, which required additional consideration of environmental design issues.

    London Borough of Bexley

    TMS was involved in undertaking a major route study on the A207 through Bexley, which includes Welling High Street. The work ranges from initial analysis of accidents through to detailed scheme design and junction modelling and also includes public consultation, exhibitions and Committee reports.

    The implementation of TMS' design work is almost complete and so far as a result of our design work, one specific route in Bexley has seen the number of annual road accidents REDUCE from 7 to just 1.

    On average an 85% reduction!!
    Essex County Council

    We have also recently completed a review of route accident studies previously carried out and of the resulting measures introduced, on four routes in the Essex North Area. The review reported on the effectiveness of accident reduction measures previously completed and included a presentation to a seminar with all Essex road safety stakeholders.

    Hull City Council

    TMS recently completed six urban area route studies in Hull. The work included detailed analysis of accidents and preliminary scheme design.


    Area-Wide Accident Studies

    Birmingham City Council

    TMS carried-out three area-wide studies on befalf of Birmingham City Council in the areas of Small Heath, Sparkbrook and Sparkhill. Problems identified in all three areas were the high involvement of child pedestrians in accidents and high levels of through traffic.

    Following public consultation preferred options included 20 mph zones, route traffic calming and site-specific proposals. Our recommendations have been implemented and monitoring studies are showing a 75% reduction in accidents.

    Lancashire County Council

    TMS also prepared designs and undertook public consultation on five area-wide schemes with a total scheme budget of around £500,000.

    Sandwell Metropolitan Borough Council

    TMS has undertaken a number of road safety studies for Sandwell, including several route studies and an area-wide study of the Cape Hill district.


    "Home Zones"

    Luton Borough Council

    In 2003 Luton Borough Council appointed TMS to be involved with the design of Homes Zones within the Haymarket Green area of Luton. Having helped the Borough Council secure funding for a home zone, TMS carried out public consultation and design of the scheme.

    The consultation included local working groups, exhibitions and questionnaires. The scheme included detailed design, construction specification, Bills of Quantities and tender preparation.
